market street. >> we haven't had problems knock wood on halloween night for a while. >> reporter: officers will only have a few hours between is the parade and halloween celebrations. >> we're also looking to have fire extinguishers in every police vehicle. >> i'm excited for the parade. >> we're asking everybody please take b.a.r.t., take nummi, walk, take a bike. i think it will probably cost us a couple of 100,000.

on social media to identify the man. police used their phones to video tape someone breaking into the front of the muni bus. it's the second shark attack on a surfer in california. the attack happened at bunkers surfboard. that's what happened to the surfer's board. that bite mark there is unmistakable. a man on the beach said the surfer was able to get out of the water on his own but was bleeding profusely. >> he was really gashed up. he had serious gashes from his nipple down to his hip. he was definitely bleeding out pretty good. >> reporter: the surfer was taken to the hospital where he

underwent surgery. he remains there tonight. it was last tuesday that a surfer died after he was attacked by a sharp off the santa clara coastline. the storm's massive footprint has left at least 50 people dead and a huge some surge has caused widespread flooding. tonight more than 8 million people are without power. countless others had to be rescued from their flooded homes and many of them don't know when they will be able to return. this is what it looked like in new jersey where waters stranded hundreds of cabs. the storm continues to move north where residents are bracing for more potential problems. it's hard to process just how much damage this storm has caused. even though it's now weekend, it remains dangerous. craig boswell brings us a

firsthand look at the damage. >> reporter: there's search and rescues ongoing in new jersey this evening. there are 2.5 million people just in the garden state without power and the temperatures are dropping. it is a very cold evening and these effects are ongoing. >> reporter: president oh baa ma warning that sandy is still pounding parts of the country. >> it is still moving north, there are still communities that might be affected. there's still risks of flooding, still risks of down powered lines, risks of down winds. >> reporter: sandy made land fall last night millions are without power and 17 states with no concrete table as to when the lights will come back on. >> during irene it took eight days for full restoration for hurricane sandy it may take

longer. >> reporter: the new jersey governor chris christie took a tour of the destruction and consoled home openers that lost everything. >> very difficult day, very difficult day. >> reporter: new jersey is not the only state recovering today. officials are saying the worse is behind them. >> it's the beagaining o a process we all know will take a while but this is the end of the downside and hopefully from here is going up. >> and you heard governor christie he said nothing prepared him for what he saw when he got out to tour the damaged area. he will do the same with president obama. all right, thank you craig.

from new jersey we go to our weather center our chief meteorologist. what's the situation now with that massive storm. >> the storm is still massive. the worse is over. that tial surge, the big surf of last night that's when the real problems happen. we're going to see continued sunshine. over the next 24 hours it makes it way into eastern new york. it is massive, it extends from chicago south, northern atlanta, norfolk and maine. look how big that thing is. continued problems especially if you're trying to fly in and out of any of the major hubs out of the united states in the next few hours and into the united states. we'll see you back here in a little bit. despite the extensive damage from sandy the new york stock exchange is set to reopen

tomorrow. right now workers are running through an extensive testing of the stock exchange systems in the home that they can flush out any problems. the stock exchange was closed yesterday and today due to that storm. the last time weather closed the stock exchange for two consecutive day was 1888. air travel to the east coast is slowly resuming following the cancellation of 16,000 flights in recent dayings. the stormy weather stranded hundreds of thousands of travelers. laguardia won't reopen for some time due to excessive flooding there. and sfo we talked with travelers who have been rerouted. >> the flight was from hong kong to new york, that was rerouted so i took a flight out to san francisco. >> los angeles, san francisco, chicago then london. >> reporter: elsewhere

passengers are now able to get to reagan and washington, d.c. and to boston's logan airport. pg & e crews from across northern california are heading north to help reenergize communities without power. the áf in all more than 60 pg & e units are expected to help. most of our local crews will work with edison and west chester county. the red cross says 20 volunteers have been sent out. the national guard is sending out six helicopters and para- rescue the teams to help. and president obama has cancelled another day of campaigning while romney says

the man at around 2:30 he was unresponsive. he was take to the contra costa regional hospital. he was brought to the jail by pinol police. the alameda sheriff's department is looking for isaac bauer who is considered at risk. the teenager suffers from schizophrenia and depression. there are fears he may try to kill himself. he was last seen wearing a red shirt with a black vest and black pants. he escaped from a mental health center in san leandro on saturday. there's a new development tonight involving a growing scandal at the port of oakland over the spending of private money. the investigation raised questions for charges. port checktives claim they were entertaining clients but today those supposed clients told us

port officials died. an executive with hyundai showed no employees were even in houston at the time. the situation reflects poorly at leadership at the port. >> there's no accountability, there's no transparency. >> reporter: top port officials were placed on paid leave during the investigation. aáelgss that the husband -- accusations turned into allegations that the husband of a candidate. >> for the past several weeks we've had many complaints from people in this neighborhood that lawn signs would disappear from the yards and end up in

we have developing news tonight out of santa clara where police say a stand off with a bank robbery suspect has just come to an end. the stand off started this afternoon. police evacuated about a half dozen people from the apartment building as a precaution. police say it all began this afternoon when a man robbed the bank of the west on business circle in san jose. police negotiators made contact with the suspect at the prune

merchandise they should expect to find and we got this response. the stores have two different design teams. all shoppers look at prices. >> i like the bargains, i go for where the bargains are. >> i really like them and i saw the price i liked them even more. >> reporter: bargain shoppers often get too wrapped up in mark downs. >> i think it's part of the reason why so many people have closets full of clothes and nothing to wear. because they are just buying something based on price not necessarily because it's something that they really wanted to get. >> reporter: shoppers can't buy good deals at outlets. >> free people is one of my favorite brands but sometimes it can be a little expensive. i got this and it was only $88 now i got it for $39.97. >> that same shirt is full price on the free people website. the lowest price we could find

and killed tens of thousands of people. in switzerland, ubs has announced it is cutting 5,000 jobs and 3,000 of them are in connecticut. this comes after 500 jobs were cut last year. ubs also announced losses in the third quarter. the bank has been trying to come back after bad investments and a trading scandal. in japan a government audit shows billions of the dollars has been spend on other unrelated projects including a contact lens property. nearly all 340,000 people who were evacuated still don't have permanent homes. the government has acknowledged that it has not done enough. visitors to san francisco's palace of fine arts are being warned to watch out for racoons. in recent weeks the aggressive animals have attacked people

little bit. let's taebg -- take a peak at the storm as it's spinning. it's covering the eastern third of the country. let's go to the outer band and move this way. about 1,000 miles across and about 1,000 miles down. maybe a little more than that. this is a very, very large storm. that means flights tomorrow are going to be a problem if you're flying to chicago, dallas, all the hubs are going to be jacked around because of the winds, the rain and that system. the headline from that storm are basically over. the flooding along the eastern seaboard. but there will be more rain, there will be more wind as that thing moves off slowly. these are the forecast highs, these are the highs from today. the forecast highs for tomorrow are going to be cooler than these. quite a bit, we're going to see temperatures tomorrow lots of them in the 60s. there'll be a lot more cloud cover tomorrow and that's going to put temperatures down a few degrees. tonight as we move through the evening then fog and low cloud. we have a lot of it offshore. we have a lot of it showing up the last few mornings. evening showers we talked about

that in the earlier hit. as this system moves down the coast it's going to start the rain. heaviest rain will be in the north bay. maybe an inch and a half of rain in the north bay. latest computer model. lunchtime tomorrow, the parade will be going on. you can see showers in the north bay around 3:30, showers move into the bay area around 8:00. so that's sort of the heart of prime trick or treating from pacifica to oakland to point richmond out toward vacaville. you see that line so light scattered showers then it moves into the south bay later on into the evening. there's going to be showers in the area. best bet is going to be not north bay for showers, but also around richmond, also around san rafael, sausalito, san francisco. you're going to get out there and do it any way but it's
